Continuing our bi-weekly ΘΡΛ brother spotlight

Continuing our bi-weekly ΘΡΛ brother spotlight series we are pleased to highlight Brother Samuel Carter.

Bro. Carter was born in Bitburg, Germany, as an Air Force brat, with deep military roots. His father, a Tuskegee Airman, retired as a Major in the United States Air Force, and his family legacy with Alpha Phi Alpha runs just as deep. His grandfather crossed into Alpha Phi Alpha in 1913, and his father followed, making Bro. Carter a third-generation Alpha when he crossed the burning sands in 1976 through the Iota Rho chapter.

Bro. Carter graduated from Seton Hall University with a major in accounting and was commissioned as a Second Lieutenant in the United States Army in 1980. Over the course of his distinguished career, he retired as a Lieutenant Colonel, specializing in the Finance Corps and Information Technology. After his military retirement, he worked as a Department of Defense contractor for four years. Bro. Carter then returned to government service, holding several key positions, including roles with the Business Management Improvement Agency, Chief of Staff for Civilian and Military Pay at the Defense Finance and Accounting Service, and culminating in a GS-15 promotion working for the Secretary of Defense Comptroller, where he supported the Financial Management Regulations. He retired from that position in 2019.

Bro. Carter has two daughters, Tamara Duffie and Krystyl Carter, and a granddaughter, Olivia Duffie. His significant other, Annette Irving, stands by his side in all aspects of life. In his leisure time, Bro. Carter enjoys fishing, handyman work, golfing, bicycling, traveling, and investing.

Theta Rho Lambda collaborated with @alphasofvirginia and local brothers of Area 4 in Northern Virginia to perform a voter registration drive on National Black Voter Day.
